Amateur

Starlight Express has only been licenced for Regional and Amateur productions in the US since 2012, and licences in the UK have been available for schools and colleges since 2013.   Previous to this, unlicensed and therefore, technically illegal, productions have taken place, as well as the 2004 Fairfield production which trialled the concept of a licenced schools production. 

In Germany some of the best known amateurs are the "Hero City Rollers".
